Philadelphia Boosts Counseling and Support Services to Improve College-going Culture

According to the Philadelphia Inquirer, only 10 percent of students who entered Philadelphia schools in 1997-98 earned a bachelor's or associate degree. The Philadelphia School District has added counselors to its urban high schools, and the Philadelphia Education Fund has embarked on a five-year project to support college going in these schools.
